The non-negotiable rule

Federal NFA law defines “transfer” broadly to include leasing and loaning. Customer possession would begin only after the applicable approved transfer and dealer process—not at signup or first payment.

How the proposed pilot would work

01
Select an eligible plan item

Only inventory specifically approved for the pilot, with a defined term, use policy, replacement value and included mounting components.

02
Complete eligibility and dealer review

Identity, residence, dealer, local-law and program eligibility are confirmed before a filing begins.

03
Complete the applicable NFA transfer

The current Form 4, responsible-person materials, fingerprints, photo, certifications and any applicable government charge follow the normal approved process.

04
Dealer completes final transfer

After approval, the customer personally completes the current Form 4473 and the dealer confirms every requirement before possession.

05
Monthly term and support

The customer pays the agreed monthly service fee and follows the maintenance, use, insurance and reporting terms.

06
Dealer-coordinated return

SSC issues written instructions and coordinates the lawful return or next approved transfer. A customer must not casually ship or hand off the item.

What the monthly fee may include

  • Use of the selected suppressor for the contract term after approved transfer.
  • Scheduled inspection and manufacturer-approved maintenance coordination.
  • Access to eligible replacement mounts or accessories at member pricing.
  • Account reminders for service, return and transfer milestones.

What remains separate

Government charges, the applicable NFA filing, local dealer services, initial and return transfer expenses, tax, shipping, insurance, loss or damage charges and optional accessories would be itemized separately. The final program must also address early termination, inability to approve a transfer, prohibited use, loss, theft, estate events and state-specific restrictions.

Current status

This page is a product concept and interest-list preview. SSC is not accepting lease payments or delivering leased suppressors. The program should not activate until counsel, the responsible FFL/SOT and ATF-facing processes confirm the full contract, acquisition/disposition, tax, insurance, transfer and return design.
